AI literacy is the ability to understand how AI systems work, critically evaluate what they produce, use them responsibly, and recognise when not to use them at all. It is not coding, and it is not prompt engineering. In India it stopped being optional in 2026: CBSE made Computational Thinking and Artificial Intelligence part of the curriculum for Classes 3 to 8, and the Ministry of Education launched a national programme targeting a million teachers by 2027.

What is AI literacy?

The clearest working definition comes from the AILit Framework, published in 2026 by the OECD and the European Commission after a global consultation involving more than 2,000 educators, researchers and policymakers. It describes AI literacy as the capacity that empowers students and teachers to understand how AI systems work, critically evaluate their opportunities and risks, and use them responsibly.

Three parts of that definition carry the weight, and they are the parts most training skips:

  • Understanding how AI works — not at the level of building a neural network, but enough to know that a language model predicts plausible text rather than retrieving facts. That single idea prevents most of the mistakes people make with AI.
  • Critical evaluation — looking at an output and asking whether it is right, where the data came from, who might be disadvantaged by it, and what it left out.
  • Responsible use — including the judgement to decide a task should not be given to an AI at all.

The four domains of AI literacy

AI literacy is a progression, not a yes-or-no state. The AILit framework organises it into four domains that build on each other. This is the most useful mental model available, and it works equally well for a Class 6 student and a chief executive.

Most people in 2026 sit between domains 1 and 2 — comfortable using AI, not yet able to manage it. That gap is where nearly all the practical risk lives, and it is what a serious AI literacy programme is designed to close.

The global frameworks, compared

Three international frameworks now dominate the field. They agree more than they disagree, but if you are designing a programme it helps to know which one you are borrowing from.

For Indian schools, the operative document is none of these — it is CBSE’s Computational Thinking and Artificial Intelligence curriculum for Classes 3 to 8. Its structure maps closely onto the AILit domains, which makes it straightforward to benchmark an Indian school against an international standard.

Domains describe the levels. Skills describe what you actually practise. Eight of them, and only two involve touching a chatbot.

The relationship is layered, not parallel. Data literacy is the foundation AI literacy sits on — you cannot evaluate a model’s output if you cannot reason about the data behind it. That is precisely why CBSE bundled AI with computational thinking rather than teaching it as a standalone subject.

Why AI literacy became urgent in India in 2026

The CBSE mandate

From the 2026–27 session, Computational Thinking and Artificial Intelligence applies to Classes 3 to 8 — 50 hours a year at the preparatory stage (Classes 3–5) and 100 hours across the middle stage (Classes 6–8), split as 40 hours advanced computational thinking, 20 hours introductory AI and 40 hours interdisciplinary projects. Several lakh teachers now have to teach a subject most were never trained in.

The national teacher programme

In May 2026 the Union Minister of Education launched an AI Literacy for Teachers programme, implemented through Bodhan AI — a Centre of Excellence in AI for Education incubated at IIT Madras — targeting over a million teachers by 2027 in partnership with Kendriya Vidyalayas, Navodaya Vidyalayas and state governments.

Adoption outran understanding

India is now the second-largest market for ChatGPT by weekly active users with over 100 million, and first globally by mobile monthly active users. The India Skills Report 2026 found more than 90% of Indian employees have already begun working with generative AI tools. Meanwhile the 2026 State of Data & AI Literacy report found 59% of enterprise leaders report an AI skills gap while only 35% have a mature AI literacy programme — and organisations with one are twice as likely to see significant returns from AI.

Article 4 of the EU AI Act, in force since 2 February 2025, requires providers and deployers of AI systems to ensure a sufficient level of AI literacy among their staff. India has no equivalent statutory duty, but any Indian firm with European clients inherits it through contract.

AI literacy for schools

For a school, AI literacy is a delivery problem with a deadline attached. The CBSE curriculum specifies hours, stages and assessment methods; what it does not supply is trained teachers, lesson-level resources or a way to know whether you are ready.

The sequence that works: audit where your teachers actually are, choose curriculum resources that map chapter-for-chapter onto the CBSE handbooks, train the teachers before the term starts rather than during it, and decide your assessment approach early because CBSE’s model leans on projects and reflective journals rather than written tests.

AI literacy for teachers

Teachers carry two burdens at once: teaching AI literacy and practising it. The second is what makes the first credible — a CT & AI curriculum delivered by teachers who are themselves uneasy with AI produces compliance, not literacy.

The evidence supports starting with the adults. Microsoft’s 2026 Work Trend Index found organisational factors accounted for 67% of reported AI impact against 32% for individual behaviour, and that reported value rose 17 points when managers actively modelled AI use. In a school, the head of department is that manager.

AI literacy for students

The alternative to AI-literate students is not students without AI. They already have access. The only decision a school or parent actually gets to make is whether that use is informed or unsupervised.

The skill students most need, and are least often taught, is skill 4 — knowing when not to use AI. A student who uses AI to write an essay has outsourced the exact cognitive work the essay existed to produce. The output looks fine; the learning is gone. Teaching that distinction explicitly works far better than detection software, which remains unreliable.

AI literacy for professionals

For working professionals the weighting of the eight skills shifts by role. Doctors, lawyers and chartered accountants need verification, restraint and data hygiene disproportionately, because the cost of a plausible-sounding error is high and the accountability is personal. Managers need skill 8, workflow redesign, because that is where measurable value actually appears.

The market has already priced this: 69% of enterprise leaders say they are willing to pay salary premiums for strong AI literacy.

A working level takes about 30 days at 45 minutes a day. The sequence matters more than the hours — building the mental model first is what makes everything after it stick.

How to measure AI literacy

Not with a multiple-choice test. The methods that actually discriminate are performance-based:

  • Hand someone an AI-generated document containing three deliberate errors and count how many they catch.
  • Ask them to justify a decision not to use AI on a specific task.
  • Have them write the brief rather than the prompt.
  • Ask them to explain to a non-technical person why AI invents citations.

CBSE’s own assessment approach for CT & AI uses projects, reflective journals and teacher observation for the same reason: what matters is judgement in use, which a written test cannot see.
